The DGS Office of Surplus Property Management (OSPM) is seeking an Assistant Bureau Manager to support the effective administration and daily operations at our Darbytown location. Under the general supervision of the Bureau Manager for OSPM, this position serves as a key administrative and operational resource for OSPM staff and management.
OSPM administers the Commonwealth’s state and federal surplus property programs in accordance with Virginia Code § 2.2-1124. Through this authority, OSPM supports the orderly transfer, reutilization, sale, warehousing, inventory management, and final disposition of surplus personal property owned by Commonwealth agencies. The Assistant Bureau Manager will perform complex administrative and leadership duties, support decision-making for daily operations, assist with the acquisition, transfer, donation, sale, and disposition of surplus property, and help maintain consistent, compliant, and accountable service delivery across both facility-based and online surplus property activities.
Job duties include, but are not limited to:
- Provide daily structure and leadership for OSPM staff, including performance management, coordinating work, and developing and mentoring staff.
- Attend vendor auctions to sign paperwork (ex: titles) and review the items being auctioned to ensure auction vendor is in compliance with contract agreements.
- Review accounts payable activity, accounts receivable activity, and monthly and annual profit and loss statements to track financial performance, identify trends, and support achievement of established sales and revenue goals.
- Monitor online auction performance, customer activity, and service trends to identify opportunities to increase participation, improve asset recovery, and expand the donor and buyer base.
- Review and approve OSPM online auction postings to ensure item descriptions are accurate, complete, aligned with OSPM, DGS, and vendor requirements, and positioned to maximize revenue return for the Commonwealth.
- Coordinate and address facility-related needs of the Office of State Mail Services located in the Darbytown facilities.
- Provide professional, timely, and accurate customer service to state agencies, localities, nonprofit organizations, eligible program participants, auction vendors, and members of the public.
This position is located in Richmond, Virginia and eligible for a hybrid telework schedule (telework up to 2 days/week) after 6 months of satisfactory performance and the completion of a Telework Agreement.

Minimum Requirements
- Considerable experience overseeing business operations, including organizing work, monitoring deadlines, resolving administrative issues, and maintaining consistent service delivery in a fast-paced environment.
- Strong leadership skills, including experience leading, coordinating, developing, and mentoring staff.
- Thorough understanding of organizational strategies for planning, conducting, and supervising diverse work activities.
- Knowledge of surplus property inventory processes, including property intake, classification, documentation, title review, asset tracking, reutilization, auction preparation, and disposition.
- Knowledge of ecommerce or online auction vendor platform operations, including the ability to review postings, verify descriptions and photographs, support auction closeout, review vendor spreheets, and identify issues affecting sale accuracy or revenue recovery.
- Ability to assess work needs and performance, and to develop and implement effective policies and procedures.
- Ability to analyze and interpret financial and business reports, including profit and loss statements, aging reports, revenue trends, expense activity, invoice status, and operational performance data.
- Skill in data entry, management, reporting, and recordkeeping to support audits, management review, customer service, and program accountability.
- Strong oral and written communication skills, including the ability to communicate effectively with state agencies, localities, eligible donees, vendors, public customers, staff, and management.
- Strong computer skills, including considerable experience with spreheets, collaborative document management databases, word processors, and related software.

Additional Considerations
- Virginia Contracting Associate (VCA) certification.
- Experience supervising staff in a warehouse, surplus property, logistics, inventory, or auction environment.
- Experience reviewing operational data, sales trends, expense patterns, customer inquiries, and workflow activity for decision-making and performance reporting.
- Knowledge of Commonwealth surplus property processes, programs, and applicable regulations and policies, including the GSA State Plan of Operation, Chapter 12 of the APSPM, and processes for agency transfers, property reutilization, public sale, eligible donee participation, and final asset disposition.
- Experience with fiscal administration functions such as supporting budget preparation, invoice review, revenue reconciliation, aging report follow-up, and reviewing purchasing activity and documentation.
- Extensive knowledge of internal controls, records management, audit readiness, and documentation standards for public sector administrative, fiscal, and inventory activities.
- Experience with Assetworks or other asset management software used to support public sector operations.
- Experience with the GSA PPMS online system and other online auction platforms used to support public sector operations.
- Experience with PeopleSoft financial management software.
